Management of the transformation of the economic space of a Russian microregion
Abstract
The article examines the management of the process of transformation of the economic space of the macroregion in the Russian context with an emphasis on enterprises of the military-industrial complex, industrial chains and industrial clusters. It is shown that at the present stage, the object of management is a system of scientific and technological links forming a spatially organized reproduction contour. A contour-coordination approach to managing the transformation of the economic space of the macroregion is proposed. Its core is the author's system of interrelated indicators reflecting the interface of production with the scientific and educational environment. The proposed approach proceeds from the vector profile of the macroregion and allows the choice of different management modes depending on the configuration of spatial constraints. A dynamic model of the transition of a macro-regional system from one state to another under the influence of management measures has been developed, as well as a rule for selecting priority projects, taking into account budget constraints and the expected structural effect. It is concluded that a sustainable transformation of the economic space is possible only with the synchronization of industrial, transport, scientific, technological and personnel policies around core clusters and interregional value chains.
