Abstract

The enactment of the Electricity Act 2023 represents a transformative shift in Nigeria's electricity governance, transitioning from a centralized federal system to a decentralized, multi-tiered electricity market. This research examines the strategic implications of electricity sector decentralization on regional development in Nigeria, analyzing constitutional and legislative foundations, implementation progress, and developmental outcomes across states. Through qualitative analysis of policy documents, regulatory frameworks, and implementation data from pioneering states including Enugu, Ekiti, Ondo, Edo, Imo, and Oyo, the study reveals that decentralization has created unprecedented opportunities for state-driven innovation, private sector participation, and renewable energy integration. Key challenges include regulatory coordination complexities, infrastructural constraints, capacity gaps, and the risk of market fragmentation. Successful implementation requires robust intergovernmental coordination mechanisms, substantial capital investment in transmission infrastructure, comprehensive capacity building for state regulatory institutions, and harmonized frameworks balancing state autonomy with national grid stability.
