THE EFFECT OF PUBLIC ADMINISTRATION GOVERNANCE AND EDUCATION MANAGEMENT ON THE QUALITY OF EDUCATION SERVICES IN MEDAN CITY
Abstract
The quality of education services is determined not only by the learning process, but also by the ability of local governments and education units to manage authority, data, budgets, human resources, administrative services, and complaints in an integrated manner. This study aims to analyze the influence of public administration governance and education management on the quality of education services in Medan City and formulate a mechanism for improvement. The research uses an explanatory qualitative approach through an integrative literature review and document analysis of regulations, official statistics, public service supervision reports, and scientific literature. Data are analyzed by thematic coding, source triangulation, and cause-effect relationship mapping. The results of the study show that transparency, accountability, participation, procedural certainty, coordination, and complaint management strengthen the legitimacy and reliability of administration. Data-driven planning, school leadership, teacher management, financing, curriculum, facilities, and quality assurance translate these capacities into educational services that are easily accessible, timely, inclusive, safe, and relevant. The influence of the two variables is complementary and mediated by implementing capacity, data integration, and consistency of implementation. In conclusion, quality improvement requires cross-level governance that links city government decisions with real improvements in educational units and the experiences of students and parents.
