Peran Sistem Informasi Manajemen Dalam Meningkatkan Efektivitas Pengelolaan Pendapatan Daerah Pada Badan Pendapatan Daerah Provinsi Sumatera Barat
Abstract
This study examines the role of management information systems (MIS) in improving the effectiveness of regional revenue management at the Regional Revenue Agency (Bapenda) of West Sumatra Province using a descriptive qualitative approach and stakeholder mapping. Data were obtained through observation, in-depth interviews, and documentation, then analyzed by identifying stakeholder roles, interests, and influence and positioning them in a qualitative power-interest matrix. The mapping identifies key players consisting of Bapenda leadership, the MIS/IT management unit, Police and Jasa Raharja partners, and banking/financial-technology partners; context setters consisting of provincial/SPBE policy actors and technology vendors; subjects consisting of service operators and taxpayers; and a crowd consisting of actors with limited direct influence and interest. The findings indicate that MIS effectiveness depends not only on system integration and digital payment channels but also on coordinated relationships among decision makers, system managers, service partners, operators, and users. The study recommends differentiated engagement strategies—manage closely, keep satisfied, keep informed, and monitor—to strengthen data integration, service continuity, security, inclusiveness, and accountability in regional revenue management.
