Levels of technology control as a basis for assessing technological sovereignty

Abstract

This article examines the problem of assessing technological sovereignty as an object of public administration. It demonstrates that existing approaches based on assessing import dependence, production localization, technological maturity, or the share of national added value do not fully determine the true degree of technological independence. The author develops a concept for assessing technological sovereignty based on identifying six levels of technology control: from access and use of technology to the formation of standards and technological trajectory. A key element of the proposed approach is determining the gap between the current and target levels of control. It is argued that the combination of the required target level of control and the magnitude of the identified gap should serve as the basis for grouping technologies for the selection of public governance mechanisms. Directions for developing assessment indicators are proposed, allowing this approach to be applied to individual technologies or groups of similar technologies.
