Adaptation of industrial policy to the conditions of technological sovereignty and import substitution
Abstract
The article examines the directions of adapting the industrial policy of the Russian Federation to the conditions of technological sovereignty and import substitution. Theoretical approaches to the concept of technological sovereignty are analyzed, and instruments of state support for industry applied under new geopolitical conditions are systematized. Based on an analysis of sectoral practice, key risks of the transition from import substitution to technological independence are identified. Directions for improving industrial policy mechanisms are proposed, including the development of critical technologies, stimulation of research-and-production cooperation, and greater efficiency of state support for high-technology industries.
