Abstract

The article examines the prospects and mechanisms for promoting exports of creative industries, drawing on the example of Argentina’s systematic state strategy, which has transformed cultural and creative sectors into a substantial source of foreign exchange earnings. Against the backdrop of global competition and the need for economic diversification, the author analyzes the country’s successful experience, which has enabled it to occupy one of the leading positions in Latin America in terms of the creativity index. Two key government instruments are analyzed in detail: the digital platform “Argentina Creativa” – integrated into the Ministry of Foreign Affairs system and functioning as a “quality mark” for international buyers – and the annual MICA business marketplace, which facilitates up to 10,000 B2B meetings between domestic producers and foreign buyers. The empirical basis includes data from industry associations (Argencon), UNESCO statistics, and analytics from EditorialGe (2025). The article relies on comparative institutional analysis and the case‑study method, and proposes specific opportunities for adapting the Argentine experience to Russia. Recommended measures include: establishing a “Russian Creative Directory” under the Russian Export Center, organizing specialized “creative missions” to friendly countries, and developing a model regional program to support creative exports. In conclusion, it is argued that creative industries are not a “cultural superstructure” but a fully‑fledged export industry, and that the Argentine model – based on institutional cooperation, bureaucracy‑free digitalization, and a focus on small and medium‑sized enterprises – represents one of the best blueprints for adaptation in contemporary Russia.
