SOCIAL POLICY FOR ACTIVE LONGEVITY AS A RESPONSE TO THE CHALLENGES OF THE DIGITALIZATION ERA
Abstract
The demographic aging of Russia’s population represents one of the key challenges facing modern socioeconomic policy. At the same time, the accelerated digitalization of the economy and social sphere, implemented within the framework of the national “Digital Economy” project and the Information Society Development Strategy for 2017–2030, is creating fundamentally new conditions for access to government services, healthcare, and social communication. However, a significant portion of older citizens find themselves in a situation of digital exclusion: according to NAFI, the level of digital literacy among Russians over 55 lags significantly behind the population average, with gaps particularly pronounced in the areas of communication literacy and digital security. The purpose of this study is to substantiate the need for and develop a conceptual framework for an updated model of social policy for active ageing that integrates digital inclusion as an independent strategic direction. A matrix of tools and a KPI system for monitoring the effectiveness of active ageing policies have been developed.
