HEALTH PROMOTION, EQUITY AND COMPREHENSIVE CARE IN ADDRESSING NONCOMMUNICABLE DISEASES AND INJURIES: A DOCUMENTARY ANALYSIS OF THE BRAZILIAN DANT PLAN 2021–2030

Abstract

Noncommunicable diseases and injuries require responses that integrate health promotion, prevention, surveillance, care, and the reduction of inequalities. This study aimed to understand how health promotion, equity, and comprehensive care are conceived and articulated in the Strategic Action Plan to Tackle Chronic Diseases and Noncommunicable Diseases in Brazil, 2021-2030. This is a descriptive-interpretive documentary study with a qualitative approach. The corpus consisted of the official Brazilian Ministry of Health document and was examined through comprehensive reading, identification of meaning units, and thematic interpretation. Four thematic cores emerged: social determination and health promotion; comprehensiveness and articulation between surveillance and care; equity as a cross-cutting principle; and intersectorality, participation, and governance. The Plan expresses a broad conception of noncommunicable diseases and injuries, although its potential depends on translating guidelines into sustainable, territory-based practices that are sensitive to health inequalities.
