Abstract
Traditional fisheries management often relies on static spatial boundaries and historical averages that fail to account for the rapid, climate-driven fluctuations of the modern ocean. As marine species shift their distributions and productivity levels in response to warming and acidification, the "stationarity" assumption in stock assessments has become a liability. This article explores the integration of Dynamic Ocean Management (DOM)—management that changes in space and time based on near real-time data—and Real-Time Climate Indices (e.g., ENSO, PDO, and local thermal anomalies) into formal Harvest Control Rules (HCRs). We argue that this synthesis provides a "climate-ready" framework capable of mitigating overfishing risks, reducing bycatch, and stabilizing economic yields in an increasingly volatile environment.
Climate extremes are increasingly disrupting marine ecosystems and fisheries. However, evidence on extreme ocean temperature effects on fish stocks and fisheries is mixed, and the combined impacts of heat and productivity extremes remain unclear. Using three decades of global data encompassing 6659 time-series for 1246...

The overexploitation of marine resources has led to a global crisis in fisheries, with a significant
proportion of stocks classified as depleted or overfished. This article synthesizes current
research on rebuilding depleted fish stocks, evaluating the biological, economic, and governance
frameworks essential for re...

Achieving marine management objectives and long-term sustainability requires moving beyond
conventional, single-species management, towards an Ecosystem Approach to Fisheries

While general principles of ecosystem-based approaches to fisheries management have been articulated for over a century, their large-scale implementation remains a challenge. Operationalizing ecosystem-based management demands the ongoing development of indicators and ecological reference points, analogous to biologica...
