Data Governance for Digital Government Transformation: The Role of Integrated Population Data in Indonesian Local Governments
Abstract
Data governance has become a fundamental component of digital government transformation by ensuring the availability, quality, integration, and interoperability of public data for effective governance. In Indonesia, integrated population data serve as a strategic foundation for delivering citizen-centered public services and supporting evidence-based policymaking at the local government level. This study examines the role of integrated population data in advancing digital government transformation across Indonesian local governments. A qualitative multiple-case study approach was employed using in-depth interviews, document analysis, and observations involving government agencies responsible for population administration and digital governance. Data were analyzed through thematic analysis to identify institutional practices, governance challenges, and the contribution of integrated data to public service delivery. The findings reveal that integrated population data improve service efficiency, strengthen interagency coordination, and enhance administrative transparency. However, challenges remain in achieving interoperability, maintaining data quality, ensuring data security, and strengthening institutional capacity. The study highlights data governance as a critical enabler of sustainable digital government transformation and more responsive local governance in Indonesia.
