Optimal CCUS Subsidies with perfect and imperfect information

· IISE Annual Conference & Expo 2025 · 0 citations

Abstract

Carbon capture, utilization, and storage (CCUS) has been widely recognized for its role in many decarbonization pathways. Emerging technologies like CCUS are often adopted slowly until the technology matures and the implementation costs fall enough for firms to profit. Government planners can induce earlier adoption of new technologies through direct and indirect subsidies. In this paper, we use a stylized Stackelberg game framework involving a government planner and CO2-emitting firm to study the impacts of different subsidy levels on CO2 emissions, firm profit, and social welfare. We analytically derive optimal CCUS subsidy levels under a variety of assumptions and study the conditions under which it is optimal to induce the firm to invest in CO2 capture, and under which emissions could actually increase due to CCUS adoption. We extend our model further by adding uncertainty in the firm’s CCUS investment costs, which leads to a game of incomplete information from the government’s perspective. From this we study the effects of uncertainty on the optimal subsidy level and CO2 emissions.  We also apply our findings to a case study of a thermal power plant and make policy recommendations based on the outcome.

Regulating a Monopolist through Capacity Control

We study monopoly regulation when capacity is contractible but subsequent output is not. A firm privately observes its production cost before installing costly capacity and then choosing output, while the regulator cannot use transfers. We provide sufficient conditions under which a single capacity floor implements an...

The Fair Competition Review System and firm investment efficiency: evidence from China

The Fair Competition Review System (FCRS) is an ex-ante competition-policy arrangement designed to curb administrative monopolies and local protectionism. Using 30,353 firm-year observations for Chinese A-share listed firms from 2012 to 2023, this study treats the nationwide implementation of the FCRS as a quasi-natura...

From “Subsidizing Models” to “Subsidizing Capabilities”: Additionality Evaluation and Dynamic Exit of Large Model Industrial Policy

The expansion of filing scale, the decline in publicly listed invocation prices charged by token (Token), and the growth of R&D investment reflect the continued expansion of the visible supply of China’s artificial intelligence large models. However, these indicators cannot directly show how much sustainable industrial...

Synergies and Welfare Effects of Combining Carbon Pricing and Renewable-Energy Policies: A Meta-Analysis

Many countries combine carbon pricing with renewable-energy policies. Microeconomic theory predicts this combination yields no additional emissions reductions under cap-and-trade and only potentially under carbon taxation, but at a social welfare loss. We undertook a systematic literature review of emissions-reduction...
