Abstract

Purpose: This study aims to analyze accessibility and disability rights in local public service implementation in Sukawati District, identify the factors supporting and inhibiting implementation, and examine efforts to optimize inclusive public services for persons with disabilities. Research Methodology: This study employed a descriptive qualitative approach in Sukawati District, Gianyar Regency, Bali. Informants were selected purposively and consisted of district government officials, village heads, Village Consultative Body representatives, persons with disabilities, and community members. Data were collected through observation, in-depth interviews, documentation, literature review, and online searches. Data analysis involved data reduction, data presentation, and conclusion drawing using Van Meter and Van Horn’s policy implementation framework. Results: The findings show that local public services for persons with disabilities have been implemented through disability data collection, non-discriminatory administrative services, intergovernmental coordination, and facilitation of government programs. However, implementation remains suboptimal due to limited budgets, uneven accessibility facilities, insufficient policy dissemination, limited personnel capacity, and inadequate empowerment of persons with disabilities. Conclusions: Disability-inclusive public service implementation requires stronger accessibility, resources, coordination, implementer capacity, and community participation. Limitations: This study focuses on district and selected village-level implementation and does not comprehensively assess all disability rights sectors. Contributions: This study contributes to public policy and disability studies by explaining how accessibility, local institutional capacity, and socio-cultural conditions shape disability-inclusive public services.
