Abstract

The article substantiates the need to take into account the physical and geographical characteristics of a river basin, identified during engineering surveys, and the need to develop environmental protection measures when planning the territory for house building. At the same time, the river basin is considered not as a set of land plots used for planned development, but as a complex dynamic, spatially heterogeneous, evolving system, the features of which must be taken into account both during the development of project documentation for territory planning, and in the future, when conducting construction work within its limits. The study is based on the results of engineering and hydrometeorological surveys conducted by the authors in the autumn of 2025 in the Zavyalovsky district of Udmurt Republic within the river valley of the Chemoshurka River. A field survey of the basin of this river revealed unfavorable exogenous formations (ravine-gully depressions) which, on the one hand, complicate construction work and subsequent use of the planned territory, and on the other hand, allow for the possible use of their potential to create recreational areas and competently integrate these sensitive landscape elements into the planning structure of the territory. The article examines the regulatory framework, the main stages of conducting survey work and their results, including specific proposals for adjusting the initial development plan of the territory. At the end of the article, recommendations on the protection and rational use of the river basin are given.
