THEORETICAL AND CONCEPTUAL FOUNDATIONS FOR THE TRANSFORMATION OF THE ECONOMIC STRATEGY OF CONSTRUCTION DEVELOPMENT BASED ON ARTIFICIAL INTELLIGENCE

Abstract

The transformation of the economic strategy of construction development in the digital economy is associated with the adoption of artificial intelligence technologies, which are changing the mechanisms for forming, implementing, and adapting strategic decisions. Growing market uncertainty, increasingly complex investment processes, long development project life cycles, and expanding information flows necessitate a transition from static planning to intellectually oriented economic systems. At the same time, approaches to the comprehensive AI-driven transformation of the economic strategy of construction development remain insufficiently systematized. The purpose of the article is to substantiate the theoretical and conceptual foundations of such a transformation. The study applies a systems approach, structural and functional analysis, and the comparative method, as well as methods of integral assessment, weighted aggregation, nonlinear modeling, and scenario analysis. AI-driven transformation of economic strategy is substantiated as an integrated multi-level system of strategic management. A system of integral models is developed for assessing the level of AI-driven transformation, the potential for strategic resilience, adaptability, synchronization, balance, and prospective performance, together with a scale for interpreting integral levels of effectiveness. The calculations are illustrative; their robustness to the weighting coefficients is verified by sensitivity analysis. The scientific novelty lies in the transition from the local application of intelligent tools to a formalized representation of an AI-oriented economic strategy as an integrated system in which AI integration, strategic resilience, adaptability, and economic performance are considered in their interrelation, with account for the restraining influence of strategic risks and external instability. The practical significance lies in using the results to diagnose the strategic maturity of development structures, to substantiate scenarios of digital development, and to enhance long-term competitiveness.
