Developing Community Capabilities through Local Potential-Based Economic Empowerment: A Case Study of the KANERGI Program at PT Pertamina Patra Niaga Integrated Terminal Kendari
Abstract
Community empowerment through Corporate Social Responsibility (CSR) should be assessed not only by the assistance and activities provided but also by communities’ ability to use these resources sustainably. This study analyzes community capability development through the KANERGI Program, implemented by PT Pertamina Patra Niaga Integrated Terminal Kendari, which builds on local fisheries potential in Mata Urban Village. Using a qualitative case study approach, data were collected through interviews with five administrators and members of the Permata Mitra Bersama group, observation, and documentation. The data were analyzed thematically, with the Capability Approach as the primary framework and Asset-Based Community Development as a supporting perspective. The findings show that program interventions contributed to the development of production, business management, marketing, and collective capabilities. These capabilities were manifested in independent production of fish floss and fish meatballs, financial record-keeping, and participation in marketing activities. The group’s involvement in business decisions, including setting selling prices, indicates the emergence of agency. However, the absence of a stable market shows that marketing capabilities still need strengthening. The study demonstrates that CSR-based empowerment can be understood as a process of converting resources into capabilities, functionings, and community agency.
