Abstract

This study evaluates the Dadi Juara Sewing MSME Program of PT Pertamina Patra Niaga Integrated Terminal Surabaya, an empowerment initiative for Socially and Economically Vulnerable Women (PRSE) in Tanjung Perak Subdistrict, Pabean Cantian District, Surabaya City. Using Participatory Action Research (PAR) as its methodology, the study applies the Context, Input, Process, Product (CIPP) evaluation model to assess the program's alignment with community needs, planning, implementation, and outcomes after three years. The context evaluation shows that the program responds to women's unequal access to the formal labor market, skill gaps among PRSE, and regulatory obligations under PERMEN LH/BPLH Number 7 of 2025. The input evaluation indicates that the selected strategy is more appropriate than alternative strategies, although no explicit exit strategy has been formulated. The process evaluation reveals a gap between the support and the group's substantive capacity, marked by stagnant membership, sewing orders limited to low-value alterations, and the absence of a formal memorandum of understanding with business partners. The product evaluation shows that achievements remain dominated by outputs, while substantive independence has not been fully achieved. The study recommends strengthening institutional capacity, standardizing product quality, and expanding market access to achieve sustainable economic independence.
