DEVELOPMENT OF INSURANCE MECHANISMS FOR MANAGING TECHNOGENIC RISKS IN THE CONTEXT OF INDUSTRIALIZATION OF THE REPUBLIC OF TAJIKISTAN
Abstract
The aim of the study is to develop scientifically grounded directions for advancing insurance mechanisms for managing technogenic risks under the conditions of accelerated industrialization in the Republic of Tajikistan. The methodology combines systems analysis, comparative-institutional analysis, and comparative-legal analysis of national regulation and relevant international experience. The findings show that the expansion of the industrial sector increases requirements for insurers’ financial capacity, underwriting quality, and mechanisms for distributing large risks. An adaptive model of insurance support for industrialization is proposed, based on the development of coinsurance and reinsurance, economically justified own retention, risk-based formation of insurance coverage, interagency data exchange, and the development of professional competencies. The study substantiates the need to assess the capacity of the national insurance market before establishing a reinsurance pool and to transfer to the international market the portion of liabilities that exceeds domestic capacity. The practical significance of the results lies in establishing a consistent mechanism for strengthening the resilience of insurance protection against major industrial risks and reducing the potential burden on public finances.
