Abstract

In the current context of European integration, border areas are increasingly viewed as functional zones for cooperation and regional integration between neighboring regions through resource sharing and coordinated territorial development. This includes harmonizing development policies, improving infrastructure in settlements, and fostering institutional cooperation across diff erent levels of management. The research presented in this paper is part of the broader project "Development Program for Areas with Special Development Problems in the Republic of Serbia", which examined the structural challenges faced by settlements in the Serbian border zone. The paper outlines guidelines to enhance the territorial development of border areas, emphasizing the need for integrated development policies, stronger institutional capacities of local self-governments, and more eff ective utilization of cross-border cooperation tools. This work enhances understanding of the development patterns of border settlements and provides a foundation for more eff ective guidance of development policies and investments.
