Challenges and strategies in the implementation of the National Oral Health Policy in municipalities: an analysis of FormaSB projects
Abstract
Abstract This study analyzed final projects developed by managers and professionals participating in the FormaSB course, focusing on the implementation of the National Oral Health Policy (PNSB) in Brazilian municipalities. It is a qualitative documentary study. Seventeen intervention projects were analyzed to identify priority problems, coping strategies, and alignment with PNSB guidelines. Data analysis utilized frameworks regarding work processes and health system components. The results revealed various challenges, such as infrastructure weaknesses, a predominance of individualand disease-centered care models, and difficulties accessing specialized services - particularly in regions with low Human Development Indices and high social vulnerability. Proposed strategies included health education initiatives, the reorganization of access pathways, and the strengthening of participatory management. FormaSB served as a valuable forum for discussing municipal realities and fostering reflection on oral health management and care practices, thereby facilitating the planning of initiatives aimed at improving the quality of PNSB implementation at the local level.
