Abstract
This study empirically examines the economic determinants of the adoption and implementation of water-saving technologies among cotton-producing farms under water scarcity. The empirical base consists of a survey of 150 farms. Descriptive statistics, frequency distributions, share analysis, mean and standard deviation, comparative analysis, and economic-logical analysis were applied. The findings show that although farmers perceive water scarcity as a major constraint on crop productivity, traditional irrigation remains dominant. Lack of financial resources was identified as the main barrier by 95.97% of respondents, while 86.58% expressed confidence in the effectiveness of water-saving technologies. However, only 2.68% reported actual use of such technologies. Based on this gap between positive attitudes and actual adoption, the study proposes performance-based subsidies, preferential financing, digital water monitoring, and ex-ante assessment of investment payback periods as elements of an improved economic incentive framework.
