Transparency, Accountability, and Participation in Selected Government Organizations in the Philippines: An Assessment
Abstract
This paper examines the interplay of transparency, accountability, and participation in selected government sector organizations, assessing their current state and impact on public sector governance and citizen trust. Through a comprehensive review of existing literature and empirical analysis, this study identifies key drivers and challenges in operationalizing these principles within the public administration framework (Amalia, 2023) (Sari & Muslim, 2023). It further investigates how digital governance initiatives, despite facing implementation hurdles, can significantly enhance these core tenets by promoting greater openness and fostering citizen engagement (Matheus et al., 2020). Specifically, the research explores how digital platforms and e-governance tools can serve as catalysts for improving service quality, safety, and trust within public services, ultimately contributing to a more effective anti-corruption framework (Xanthopoulou et al., 2023). By leveraging advanced digital solutions, governments can augment public access to information, thereby bolstering public trust and combating corruption effectively (Wijaya et al., 2024) (Hashi, 2025). This approach not only modernizes public administration but also actively involves individuals and enterprises, promoting democracy, openness, and accountability (Xanthopoulou et al., 2023). This robust framework facilitates a substantial reduction in government costs and strengthens the institutional capacity of public agencies (Risco, 2023)
