Effectiveness of Law Enforcement Against Perpetrators of Cybercrime Crimes (SCAM) by the Directorate of Cyber Investigation of the North Sumatra Regional Police
Abstract
Scam crime is a form of cybercrime that is growing along with the increasing use of information technology and electronic transactions. The characteristics of scams that utilize fake identities, third-party accounts, and various digital platforms pose challenges for law enforcement officials in identifying perpetrators and building evidence. This study aims to analyze law enforcement against scam crimes by the Directorate of Cyber Investigation of the North Sumatra Regional Police, identify the obstacles faced, and analyze the efforts made to overcome them. The research uses an empirical juridical method with a legislative approach and a case approach. Data was obtained through interviews, document studies, and literature studies, then analyzed qualitatively. The results of the study show that law enforcement has been carried out through investigations, investigations, digital forensics, perpetrator identification, and tracing of fund flows, but still faces technological constraints, human resources, electronic proof, cross-jurisdiction, and low public digital literacy. Optimization requires strengthening technology, investigator competence, cross-institutional coordination, and victim protection.
