A model for implementing the results of a regional sustainable development marketing strategy into investment policy
Abstract
The relevance of the study is determined by the need to establish a measurable relationship between a regional sustainable development marketing strategy and existing investment policy procedures. The purpose of the study is to develop a model for implementing the results of a regional sustainable development marketing strategy in investment policy using the Donetsk People's Republic as a case. The methodology is based on the systematization of regional marketing and investment policy provisions, decomposition of strategy implementation results, normalization of indicators, construction of partial factor indices, and the use of factor and regression analysis. The proposed model includes input, process, institutional, performance, and evaluation blocks connected by feedback. Seven areas for implementing the model in regional investment policy are identified. A sustainable development project passport is proposed, covering strategic alignment, financial readiness, infrastructure availability, social effect, environmental performance, and impact on the regional investment image. Strategy implementation results are divided into direct, investment, economic, social and environmental, and institutional and image-related levels. Six groups of implementation factors are identified for subsequent quantitative assessment. The approach distinguishes between an analytical index of implementation conditions and an independent index of actual results. Once a sufficient number of observations has been accumulated, the impact of factor groups can be assessed using a regression model. The practical significance of the model lies in the possibility of incorporating sustainable development marketing strategy criteria into existing procedures for selecting, supporting, and monitoring investment projects in the Donetsk People's Republic.
