Abstract
Data and code for: Passiany, M., Kiema, J.B.K. & Mbathi, M. (2026). Urban expansion on peri-urban land in Kitengela, Kenya: a GeoAI and legal assessment, 2005-2025. African Journal on Land Policy and Geospatial Sciences (submitted). Contents: built-up/non-built maps of Kitengela for 2005, 2010, 2015, 2020 and 2025 (30 m GeoTIFF, Random Forest classification of Landsat and Sentinel-2 composites in Google Earth Engine, raw and temporally consistent versions); 500 stratified reference points with labels, confidence ratings and notes (labels drafted with AI assistance and reviewed point by point by the first author in Google Earth Pro); the planning-area boundary and land-use zones digitised from the Kitengela Integrated Strategic Urban Development Plan 2020-2030; all statistics reported in the paper; and the Google Earth Engine and Python scripts. See README.md. The maps overstate built-up land (user's accuracy 21-67%); use the error-adjusted areas in the paper for area estimates. Data licensed CC BY 4.0; code MIT.

The study shows that agile practices improve both informal and formal communication, but indicates that, in larger development situations involving multiple external stakeholders, a mismatch of adequate communication mechanisms can sometimes even hinder the communication.

It is proved that any global minimizer of the trajectory balance objective can define a policy that samples exactly from the target distribution, and empirically demonstrate the benefits of the trajectories balance objective for GFlowNet convergence, diversity of generated samples, and robustness to long action sequenc...
