Kebijakan Preventif Kepolisian Resor Demak Dalam Perlindungan Hukum Masyarakat Dari Kejahatan Narkotika
Abstract
This study aims to analyze the implementation of preventive policies by the Demak Resort Police in providing legal protection to the community against narcotics-related crimes, identify the obstacles encountered, and examine the measures taken to overcome them. The study employs an empirical juridical method, with an approach tailored to the implementation of police preventive policies. Data were collected through interviews, observations, and a review of relevant legal materials and documents. The data were analyzed qualitatively by relating the research findings to the theories of legal protection, criminal policy, and the legal system. The findings indicate that preventive policies have been implemented through educational, persuasive, participatory, and collaborative approaches, including legal counseling, awareness campaigns on the dangers of narcotics, preventive patrols, community and youth development, the Drug-Free Resilient Village Program (Program Desa Tangguh Bersih Narkoba), and cooperation with village governments, educational institutions, community leaders, religious leaders, community organizations, and the public. These policies aim not only to prevent criminal offenses but also to enhance legal awareness, vigilance, and community participation. The obstacles include uneven levels of public awareness and participation, limited outreach, insufficient continuity in counseling and community development activities, and the need to strengthen inter-agency cooperation. Measures to address these challenges include improving coordination and communication, expanding information dissemination, increasing community participation, strengthening cross-sectoral cooperation, conducting evaluations, and enhancing the internal capacity of the police. Therefore, preventive policies serve as an instrument of legal protection for the community, although their effectiveness needs to be strengthened through program continuity, broader outreach, and increased collaboration among relevant stakeholders.
