Abstract

целью исследования является анализ эффективности мер государственной поддержки инноваций в микроэлектронике на примере МСП, а также оценка их влияния на НИОКР, коммерциализацию и развитие производственной базы. Методы: использованы методы системного и сравнительного анализа, обобщения, классификации мер поддержки, а также статистический анализ отраслевых данных. Результаты (Findings): микроэлектроника является одной из ключевых отраслей инновационной экономики, поскольку обеспечивает развитие цифровых технологий, промышленной автоматизации, телекоммуникаций, приборостроения и других стратегически важных направлений. Действующие меры государственной поддержки охватывают разные стадии инновационного цикла: ранние исследования и НИОКР, коммерциализацию, масштабирование и развитие производственной базы. Для МСП наиболее значимыми являются гранты, субсидии на НИОКР, программы Фонда содействия инновациям, льготное кредитование, лизинг оборудования и инфраструктурная поддержка. Вместе с тем эффективность данных мер ограничивается высокой капиталоёмкостью микроэлектронных проектов, сложностью перехода от НИОКР к серийному производству, административными барьерами, региональной концентрацией инфраструктуры и недостаточной связанностью инструментов поддержки между собой. Выводы: система поддержки МСП в микроэлектронике является значимой, но требует совершенствования через сквозное сопровождение проектов, усиление грантовой поддержки, адаптацию кредитных механизмов и развитие производственной инфраструктуры. the aim of this study is to analyze the effectiveness of government support measures for innovation in microelectronics using SMEs as a case study, as well as to assess their impact on R&D, commercialization, and the development of the production base. Methods: we used methods of systemic and comparative analysis, generalization, and classification of support measures, as well as statistical analysis of industry data. Findings: microelectronics is a key sector of the innovation economy, as it supports the development of digital technologies, industrial automation, telecommunications, instrumentation, and other strategically important areas. Current government support measures cover various stages of the innovation cycle: early research and R&D, commercialization, scaling, and the development of the production base. For SMEs, the most significant are grants, R&D subsidies, programs of the Foundation for Assistance to Small Innovative Enterprises (FASIE), preferential lending, equipment leasing, and infrastructure support. However, the effectiveness of these measures is limited by the high capital intensity of microelectronics projects, the complexity of the transition from R&D to serial production, administrative barriers, regional concentration of infrastructure, and the insufficient interconnectivity of support instruments. Conclusions: the SME support system in microelectronics is significant but requires improvement through end-to-end project support, increased grant support, adaptation of credit mechanisms, and development of production infrastructure.
