Университет ШОС как механизм образовательной дипломатии: институциональные ограничения и потенциал кадрового обеспечения проектов ШОС

Abstract

В статье рассматривается Университет Шанхайской организации сотрудничества как сетевой образовательный проект и механизм образовательной дипломатии. Актуальность исследования определяется расширением гуманитарной повестки ШОС, ростом значения образовательного сотрудничества в Евразии и необходимостью оценки публично верифицируемой результативности уже созданных многосторонних институтов. Цель статьи состоит в выявлении причин ограниченной публично представленной результативности Университета ШОС и определении условий, при которых он может стать механизмом кадрового обеспечения проектов ШОС. Исследование опирается на анализ официальных документов, материалов Секретариата ШОС, документов совещаний министров образования, публикаций университетов – участников проекта, экспертных источников, а также на элементы контент-анализа и сравнительного анализа сетевых образовательных инициатив. Показано, что Университет ШОС обладает значительным политико-гуманитарным потенциалом; итоги 10-го Совещания министров образования государств – членов ШОС в Минске, прошедшего в июне 2026 г., подтвердили расширение институционального масштаба проекта, однако открытые источники по-прежнему фрагментарно отражают данные о мобильности, выпускниках, трудоустройстве, стажировках, участии индустриальных партнёров и связи подготовки кадров с конкретными проектами ШОС. Делается вывод, что дальнейшее развитие Университета ШОС возможно при переходе от преимущественно рамочной сетевой модели к проектно-ориентированной системе подготовки кадров, связанной с приоритетными направлениями деятельности ШОС. The article examines the Shanghai Cooperation Organisation University (hereinafter – SCO University) as a network-based educational project and a mechanism of educational diplomacy. The relevance of the study is determined by the expansion of the humanitarian agenda of the Shanghai Cooperation Organisation (hereinafter – SCO), the growing importance of educational cooperation in Eurasia, and the need to assess the publicly verifiable performance of existing multilateral institutions. The purpose of the article is to identify the reasons for the limited publicly represented effectiveness of the SCO University and to determine the conditions under which it can become a mechanism for training personnel for SCO projects. The study is based on the analysis of official documents, materials of the SCO Secretariat, documents of meetings of ministers of education, publications of participating universities, expert sources, as well as elements of content analysis and comparative analysis of network-based educational initiatives. The article shows that the SCO University has considerable political and humanitarian potential; the outcomes of the 10th Meeting of Ministers of Education of the SCO Member States in Minsk held in June 2026, confirmed the expansion of the project's institutional scale, while open sources still provide only fragmentary data on mobility, graduates, employment outcomes, internships, the participation of industrial partners and the connection between personnel training and specific SCO projects. The article concludes that the further development of the SCO University requires a transition from a predominantly framework-based network model to a project-oriented system of personnel training linked to the priority areas of SCO cooperation.
