Smart Cities as Entrepreneurial Ecosystems: A Framework for Sustainable Urban Development in India
Abstract
Rapid urbanisation has positioned smart cities as a key strategy for improving infrastructure, governance, and service delivery. However, prevailing models remain largely technology-driven and capital-intensive, often relying on imported solutions with limited integration of local innovation. This paper argues that entrepreneurship must be embedded at the core of smart city development to ensure long-term sustainability and resilience. Using a conceptual approach based on literature from smart city and entrepreneurial ecosystem studies, the paper identifies a critical gap between infrastructureled urban development and innovation-driven growth. It examines how entrepreneurship enhances economic resilience, reduces external dependency, improves financial sustainability, and enables continuous, localised innovation. The study proposes an Entrepreneurial Smart City Model that integrates infrastructure, institutions, finance, innovation systems, and citizen participation into a dynamic ecosystem. The findings suggest that aligning smart city initiatives with entrepreneurial ecosystems can foster inclusive, adaptive, and self-sustaining urban development, particularly in emerging economies such as India. Major Findings: The study finds that entrepreneurship can convert smart cities from infrastructure-led projects into innovation-driven ecosystems; local startups and MSMEs can reduce external technological dependency and retain economic value; and an integrated framework linking infrastructure, institutions, finance, innovation systems and citizens can improve sustainability, resilience and inclusion.
