State Capacity and the Geography of Innovation Adoption

Sep 2026 · Zenodo (CERN European Organization for Nuclear Research)

Abstract

Innovation does not diffuse evenly across space, and this paper argues that state capacity is a primary determinant of where new technologies are successfully adopted. Using cross‑regional data on administrative effectiveness, public‑goods provision, and institutional quality, we show that areas with stronger state capacity adopt productivity‑enhancing innovations earlier and more completely than comparable regions with weaker governance. We develop a framework linking state capability to reduced adoption frictions—specifically lower coordination costs, higher regulatory clarity, and more reliable complementary infrastructure. Empirically, we combine geocoded innovation‑exposure measures with panel models and instrumental‑variable strategies to isolate the causal effect of state capacity on adoption intensity. The results indicate that state capacity explains a substantial share of geographic variation in technology uptake, even after controlling for income, human capital, and industrial composition. These findings highlight the central role of institutional capability in shaping the spatial dynamics of economic transformation and suggest that strengthening state capacity may accelerate diffusion of frontier technologies in lagging regions.
