Abstract
Testing Leadership for Project and Programme Managers is a practitioner playbook for project and programme leaders who commission, resource, govern and make decisions using software-testing and assurance evidence. Its governing proposition is that testing may be performed by specialists, but the conditions in which testing succeeds are created by project leadership. The playbook therefore treats testing not merely as a delivery phase or defect-finding activity, but as a lifecycle source of decision evidence. Across twenty chapters, the book addresses the decisions that shape testing from project initiation through live operation: understanding testing needs; defining proportionate scope and assurance; appointing capability; estimating and funding testing; providing environments, data, tools and access; securing business participation; governing strategy, readiness, defects and suppliers; evaluating evidence; making release decisions; validating live service; learning from incidents; and sustaining quality beyond project closure. The publication introduces an integrated CEREARK management architecture built around Shift Left, Lead Through, Stay Right and Build Trust. It includes the Five Testing Duties — Understand, Provide, Enable, Challenge and Decide — together with connected decision models, evidence questions and 79 ready-to-use field tools. A fictional Meridian Citizen Services Programme provides a cumulative case through which the management consequences of testing decisions are illustrated across the delivery lifecycle. The publication synthesises established software-testing, project-delivery and assurance practice and draws on the standards and authoritative sources identified in its reference foundations. CEREARK claims authorship and originality in the particular architecture, integration, configuration, expression and independently developed tools presented in this edition. This publication proposes a definition and a classification of agile software development approaches and analyses ten software development methods that can be characterized as being "agile" against the defined criterion.
