Abstract
The integration of AI in public administration marks a major paradigm shift in governance worldwide, but its impact on citizen-centric service delivery is still remain inadequate. This paper attempts to fill this conceptual gap by developing a conceptual framing theory that frames AI as an enabler to citizen-centric public administration and not as a tool of administrative automation. Drawing from governance theories, digital transformation and emerging literature on algorithmic accountability, this paper considers the ways in which AI can foster governance that is transparent, inclusive, responsive, accountable and welfare oriented. The paper traces the transition from traditional bureaucracy through digital governance to AI-enabled administration and discusses the opportunities and challenges in India’s governance ecosystem. The study also presents a theoretical framework that includes public value theory, the practice of new public governance, and the principles of data justice. The proposed frameworkemphasises on the constitutional accountability, participatory design and ethical safeguards as pivotal to AI deployment in public services. Policy implications shed light on the necessity of specialized regulatory framework, capacity building programs, and institutional mechanism in order for AI to both enhance and not weaken democratic values and citizens’ rights. This conceptual contribution provides guidance for both policy makers and institutional authorities in addressing the complex interplay of AI with a citizen-centric governance in developing democratic countries.
Artificial intelligence is increasingly used in public administration to classify individuals, assess risks, prioritize cases, support eligibility determinations and guide the allocation of public resources. In the European Union, these uses are governed by the Artificial Intelligence Act, the GDPR and the Charter of Fundamental Rights. Formal compliance, however, does not by itself ensure lawful and accountable administration. AI relocates discretion from the visible act of decision-making to less visible choices concerning data, model design, procurement, thresholds and interface architecture. This Policy and Practice Review therefore treats human-centric AI governance not as a general ethical aspiration, but as an administrative and constitutional framework for governing public power. Drawing on EU law, public administration scholarship and a comparative institutional analysis of selected Member State practices, it develops six interdependent dimensions: legal anchoring, accountable discretion, fundamental rights by design, meaningful human oversight, contestability and justification, and institutional resilience. The analysis shows that common EU rules may produce unequal levels of protection where public authorities differ in technical expertise, audit capacity, procurement independence and access to effective remedies. It also argues that accountability must follow the chain of influence through which algorithmic systems shape administrative outcomes, rather than only the formal chain of decision-making. The article translates this framework into actor-specific recommendations concerning fundamental rights impact assessments, procurement, auditability, human oversight, transparency, contestability and post-deployment monitoring. It concludes that AI-enabled administration remains legitimate only where public authorities retain the capacity to understand, justify, correct, suspend and democratically control the systems they use.

The widespread application of artificial intelligence (AI) in corporate resource planning and public decision-making has provided impetus for improving management efficiency and creating social value. However, the complex structure and opacity of algorithms have led to a crisis of trust, posing challenges to traditional public management accountability mechanisms. Drawing on socio-technical systems theory, this paper provides a normative analysis of thirteen recent studies on the challenges of technology implementation, ethical trust, and legal regulation. The findings suggest that the current governance dilemma stems not only from technological limitations but also from institutional neglect, which enables accountability avoidance. Although the EU AI Act proposes a preliminary form of collaborative governance, it still has shortcomings in terms of procedural justice and the feasibility of human oversight. The governance logic should shift from individual oversight to an organization-in-the-loop approach, to achieve sustainable and responsible AI governance through the construction of a procedural justice framework.
Public-sector adoption of artificial intelligence (AI) is accelerating, yet governmental use of AI unfolds within decision environments structured by legality, procedural fairness, privacy, equality, ministerial accountability, and democratic scrutiny. his review advances the concept of constitutional intelligence as a governance architecture for trustworthy public-sector AI. Using a narrative-comparative review of authoritative policy instruments, legal frameworks, and peer-reviewed scholarship from Canada, the United Kingdom, Europe, and major international standard-setting bodies, the article identifies a convergent set of design expectations for public AI: rights-sensitive scoping, ex ante impact assessment, documentation and traceability, human oversight, proactive transparency, and continuous institutional review. The analysis further shows that responsible AI adoption in government depends not only on model-level controls but also on the quality of data stewardship, interoperability, and administrative continuity. These findings are synthesized into a constitutional-intelligence model suited to Westminsterstyle institutions and other public administrations that must justify automated action under conditions of legal contestability and public accountability. The central claim is that constitutional and democratic requirements should not be treated as external compliance burdens. When embedded into institutional design, they operate as productive constraints that improve legitimacy, implementation discipline, and the long-term trustworthiness of AI-enabled public decision-making.

As artificial intelligence (AI) systems become increasingly embedded in the structures of knowledge-based organizations, the governance of AI-related risks is emerging as a critical factor for long-term systemic sustainability. This paper explores how AI risk governance can be effectively integrated into the epistemological and structural foundations of such organizations through the lens of fourth-order cybernetics. This theoretical framework emphasizes reflexivity, ethical co-construction, and multilevel feedback involving both human and technical agents. Rather than treating governance as a static set of compliance measures, the proposed model presents it as a dynamic and participatory process. Four core principles are introduced: multilevel feedback, contextual ethics, recursive governance, and the inclusion of marginalized perspectives. These principles support the embedding of AI governance into decision-making and knowledge management systems. The paper contributes to responsible innovation discourse and offers a conceptual pathway for resilient and ethically aligned AI implementation in complex organizational environments.

Abstract: Artificial Intelligence (AI) and digital transformation are changing the global public governance landscape in today's fast-changing world. This paper addresses the important nexus of technological progress and institutional trust in the context of the Presidential Decree, which has been proclaimed as the Year of Digitalization and Artificial Intelligence. While AI can introduce an unprecedented level of efficiency and data-driven decision-making in public administration, it is also associated with the "black box" issue, where algorithmic processes raise citizen skepticism and resistance within public administration. This study adopts a qualitative and conceptual approach, aiming to address the question: How can public institutions build and maintain trust during the application of AI? Based on the concepts of Trust Management and Knowledge Management, the study posits a "Trust-Centric Framework" for digital government. The four pillars of this framework are Transparency, Accountability, Competence and Benevolence. To ensure the sustainable digital transformation of the civil service in Kazakhstan, it is necessary to focus not only on technical infrastructure but also on socio-technical management of trust. The study concludes that the implementation of AI is not merely a technological change but a fundamental transformation of the organization, which must be accompanied by new digital skills for civil servants and extensive ethical-legal frameworks. This study brings together international good practice and the geopolitical situation in Kazakhstan to provide policy recommendations for administrators.
Abstrak: Kecerdasan Buatan (AI) dan transformasi digital sedang mengubah lanskap pemerintahan publik global di dunia yang cepat berubah saat ini. Penelitian ini membahas hubungan penting antara kemajuan teknologi dan kepercayaan institusional dalam konteks Keputusan Presiden, yang telah diumumkan sebagai Tahun Digitalisasi dan Kecerdasan Buatan. Sementara AI dapat memperkenalkan tingkat efisiensi yang belum pernah terjadi sebelumnya dan pengambilan keputusan berbasis data dalam administrasi publik, AI juga terkait dengan masalah "kotak hitam", di mana proses algoritmik menimbulkan skeptisisme dan resistensi warga dalam administrasi publik. Studi ini mengadopsi pendekatan kualitatif dan konseptual, dengan tujuan untuk menjawab pertanyaan: Bagaimana institusi publik dapat membangun dan mempertahankan kepercayaan selama penerapan AI? Berdasarkan konsep Manajemen Kepercayaan dan Manajemen Pengetahuan, studi ini mengusulkan "Kerangka Berbasis Kepercayaan" untuk pemerintahan digital. Empat pilar dari kerangka ini adalah Transparansi, Akuntabilitas, Kompetensi, dan Kebajikan. Untuk memastikan transformasi digital yang berkelanjutan dari layanan sipil di Kazakhstan, perlu untuk fokus tidak hanya pada infrastruktur teknis tetapi juga pada manajemen sosial-teknis kepercayaan. Studi ini menyimpulkan bahwa penerapan AI bukan sekadar perubahan teknologi tetapi transformasi mendasar dari organisasi, yang harus disertai dengan keterampilan digital baru bagi pegawai negeri dan kerangka etika-hukum yang luas. Studi ini menggabungkan praktik baik internasional dan situasi geopolitik di Kazakhstan untuk memberikan rekomendasi kebijakan bagi para administrator.

This study examines digital transformation in public administration through artificial intelligence (AI) as an effort to enhance bureaucratic performance in the contemporary governance environment. The research employs a qualitative literature review approach by analyzing secondary data derived from scientific journal articles, books, policy reports, and official publications published predominantly from 2020 onward. The study explores how AI contributes to bureaucratic performance by improving administrative efficiency, accelerating public service delivery, supporting data-driven decision-making, and transforming the role of bureaucracy toward more adaptive and citizen-oriented governance. The findings indicate that AI has significant potential to automate repetitive administrative tasks, optimize workflows, enhance service accessibility, and strengthen the analytical capacity of public institutions in managing complex public demands. At the same time, the study finds that the successful implementation of AI in public administration depends on institutional readiness, digital infrastructure, human resource competence, interoperable information systems, and effective governance mechanisms. The research also highlights that AI-based bureaucratic transformation raises important concerns related to accountability, transparency, algorithmic bias, public trust, and ethical oversight, which must be addressed to ensure that technological innovation aligns with democratic values and public sector responsibility. Therefore, digital transformation through AI should be understood not only as a technological modernization strategy but also as a comprehensive administrative reform that can improve bureaucratic performance when supported by institutional capacity, regulatory safeguards, and a strong commitment to public value.
