Abstract
The concept of blockchain technology has become a key technology that can change the structure of governance by facilitating transparency, decentralization, immutability, and a lack of trust. The global gender of governments has had a continuous challenge in terms of corruption, inefficiency, data silos, inability to be audited, and low rates of citizen trust. Conventional e-governance systems, though digitalized, are mostly centralized and prone to manipulation as well as vulnerable to single points of failure and secretive ways of decision making. The paradigm brought by blockchain includes distributed ledger, cryptography and smart contract programmability, which may bring a fundamental change in policy making and institutional responsibility. The paper provides an overall discussion of blockchain applications in governance, its architecture, application in governance, methodologies, and quantifiable benefits. It is a systematic study on how blockchain-enabled governance is applied in major areas such as management of digital identity, public records, land registries, voting, public procurement, welfare distribution, and regulatory compliance. It compares the suitability of permissioned and hybrid blockchain systems with governmental privacy, scale, and legal standards. It suggests a systematic approach that can be used to integrate blockchain infrastructures with the current government IT ecosystems through layered architectures, smart contract governance, and interoperability designs. The empirical and comparative analyses are applied to performance measures of transaction throughput, audit latency, and reduction of fraud as well as efficiency of service delivery. The findings prove that blockchain-based governance structures have tremendous benefits in terms of transparency, mediator decrease, data integrity, and trust by citizens, and introduce new challenges, including scalability, legal enforceability, and complexity of operation. The paper later wraps up by laying out a governance-focused blockchain implementation plan, important success factors, risk management approaches as well as prospective research topic. Public sector supply chains are frequently challenged by limited transparency, weak accountability mechanisms, fragmented data management, and persistent risks of corruption and inefficiency. These challenges undermine public trust and reduce the effectiveness of government procurement and service delivery systems, particularly in developing and transitional economies. Blockchain technology has emerged as a promising governance infrastructure capable of addressing these systemic weaknesses through its decentralized, immutable, and auditable data architecture. This review paper examines the role of blockchain-based governance frameworks in enhancing transparency, traceability, and accountability across public sector supply chains. Drawing on peer-reviewed literature, policy reports, and real-world implementation cases, the study synthesizes current applications of blockchain in public procurement, logistics coordination, asset tracking, and contract execution. The review critically evaluates how core blockchain features, including distributed ledgers, smart contracts, and cryptographic verification, enable real-time visibility, reduce information asymmetry, and strengthen institutional oversight. Additionally, the paper discusses governance design considerations such as interoperability with legacy systems, regulatory alignment, data privacy, and stakeholder adoption challenges. Particular attention is given to the implications of blockchain deployment for anti-corruption efforts, performance monitoring, and public value creation. By consolidating fragmented research across technology, governance, and supply chain domains, this review provides a structured conceptual foundation for policymakers, public administrators, and researchers seeking to implement or evaluate blockchain-enabled governance models. The paper concludes by identifying research gaps and proposing future directions for scalable, ethical, and context-sensitive blockchain adoption in public sector supply chains.

Blockchain has increasingly been discussed as a strategic technology for strengthening e-government, particularly in the development of secure digital identity systems. However, existing studies tend to emphasize technical benefits such as transparency, security, efficiency, and decentralization, while paying less attention to the institutional conditions that shape blockchain adoption in the public sector. This study aims to map the development of blockchain research in e-government and to interpret its implications for secure digital identity governance through the lens of Historical Institutionalism. The data were retrieved from on 20 June 2025 using keywords related to blockchain, e-government, public sector services, and digital identity. A total of 1,709 documents published between 2000 and 2025 were analyzed. Data collection was conducted through a structured bibliometric search strategy, followed by data cleaning, duplicate removal, and keyword standardization. The data were analyzed using VOSviewer to examine publication trends, keyword co-occurrence networks, thematic clusters, and the relationship among dominant research topics. The findings show a significant increase in publications after 2017, indicating the growing academic and policy attention to blockchain-based digital governance. The dominant themes are related to public services, government, health services, adoption challenges, regulation, cost, and data security. These findings suggest that blockchain adoption in e-government is not merely a technical issue, but also an institutional process shaped by regulatory readiness, administrative legacies, interoperability constraints, and public sector capacity. The theoretical contribution of this study lies in integrating bibliometric analysis with Historical Institutionalism, particularly the concepts of path dependence, critical juncture, institutional layering, and policy feedback. This study contributes to a more critical understanding of blockchain-based digital identity governance and offers implications for policymakers seeking to design secure, adaptive, and institutionally feasible digital public services.

Public sector organizations are under increasing pressure to modernize service delivery while preserving transparency, interoperability, accountability, and citizen trust. Blockchain technology offers relevant capabilities for these objectives, particularly through shared ledgers, cryptographic verification, and programmable rules. However, its adoption in public sector contexts remains constrained by the lack of architectural guidance tailored to inter-organizational services. This study proposes BRA-PS, a Blockchain Reference Architecture for Public Sector Citizen-Centric Applications, developed from a real-world digitalization project in Quebec, Canada. The architecture organizes components into six layers (presentation, business, communication, smart contract, blockchain, and data) with cross-cutting concerns addressing governance, access control, security, and monitoring. A key design principle is the public–private workflow separation, which enables inter-organizational collaboration while preserving each organization’s operational autonomy and data confidentiality. We validated the architecture through a case study involving a vehicle registration process between two public agencies, supported by a proof-of-concept implementation using Hyperledger Fabric. An Architecture Trade-off Analysis Method (ATAM) evaluation, conducted with a panel of five domain experts, identified six architectural risks, including InterPlanetary File System (IPFS) confidentiality exposure and smart contract inflexibility, six non-risks, six sensitivity points, and six trade-offs across three key quality attributes: autonomy, collaboration, and functional suitability. The results show that BRA-PS can support implementation decisions, clarify stakeholder responsibilities, and expose relevant architectural trade-offs. The recommendations derived from the evaluation provide practical guidance for the adoption of blockchain in citizen-centric public sector services.

Online disruption of financial systems is one of the most meaningful paradigmatic shifts between centralized institutional frameworks and decentralized blockchain-based infrastructure. In the present research paper, the author thoroughly reviews how blockchain technology and FinTech innovation can transform financial services, payment systems, and capital markets. Our inquiry focuses on the role of distributed ledger technologies (DLTs) in mitigating such areas as transaction speed, cost reduction, improved security, and transparent audit trails. The article dwells upon the ciphertext-policy attribute-based encryption (CP-ABE) systems that are embedded into blockchain networks and used to offer advanced access control and privacy in a multi-cloud financial system. The main technological advancements that are identified by our research are smart contracts, decentralized finance (DeFi) protocols, and blockchain-based custodial solutions. We examine experimental applications that show the increase in performance in terms of transaction processing, efficiency in encryption, and validation of authorization in blockchain-enabled financial networks. The paper deals with issue of regulation, and scalability as well as integration of old financial systems. Results indicate that financial systems based on blockchain are able to cut transaction costs by 87 percent and still have the same level of cryptographic security as current banking systems. The study will add value to comprehending the best blockchain set-ups of financial services providers and give recommendations based on evidence about digital transformation strategies. Future trends are creation of interoperable blockchain networks, high-privacy preserving technologies, and regulatory frameworks that facilitate financial innovation.

The digitalization of government services has increased the efficiency, accessibility and transparency of public administration, with an impact on the speed of change. But traditional digital identity management systems still have a lot of issues to overcome, such as centralised data storage, identity theft, unauthorised access, data tampering, privacy breach, and inadequate interoperability between government departments. These issues erode citizens' confidence and affect the safe and secure service delivery of e-Governance. A decentralized, immutable, transparent and cryptographically secure platform for identity management has emerged in the form of blockchain technology. Blockchain-based digital identities give citizens more control over their personal data and allow existing governments to provide secure digital identities and trusted authentication for information sharing between governments and individuals. The paper provides a detailed research on Blockchain-Enabled Identity Systems for Secure e-Governance by exploring various aspects of blockchain-based identity systems, including technologies, components, authentication mechanisms, and security features, which contribute to secure e-governance. The proposed framework combines Distributed Ledger Technology (DLT), smart contracts, cryptographic verification, permissioned blockchain networks, and decentralized identity management to create a secure identity infrastructure for public service delivery. Additionally, the paper explores the opportunities and prospects of blockchain for improving data integrity, transparency, accountability, and efficiency, and curbing fraud and administrative burden. The proposed framework clearly shows how a blockchain-based identity system can play a significant role in strengthening citizen-centric governance, especially when it comes to improving authentication accuracy, safeguarding sensitive information, simplifying the cross-departmental verification of citizens' identities, and enabling secure digital transformation initiatives within modern governments.
