A Fragmentation Boundary Model is presented that identifies when post-quantum payloads approach or exceed the non-fragmenting IKE_SA_INIT payload budget across ML-KEM parameter sets, Internet Protocol (IP) versions, and effective path maximum transmission units (PMTUs).
