Rethinking Organizational Intelligence: A Strategic Capability Framework for Achieving Business Excellence

Abstract

The concept of Organizational Intelligence has attracted growing scholarly interest as organizations seek to enhance strategic decision-making and sustain competitive advantage in dynamic and uncertain business environments. Nevertheless, the existing literature is still conceptually fragmented and lacks an integrated approach. Organizational Intelligence has often been studied in separate fields such as organizational learning, knowledge management, business intelligence, and artificial intelligence. This paper addresses that gap by framing Organizational Intelligence as a higher-order strategic capability that combines these complementary viewpoints. This research project integrates the Resource-Based View, Dynamic Capabilities Theory, Knowledge-Based View, Organizational Learning Theory, Systems Theory, and Decision Intelligence through a conceptual research design based on an integrative literature review and theory synthesis. Using this approach, the paper builds the Organizational Intelligence Strategic Capability Framework (OISCF). The framework presents Organizational Intelligence as a multidimensional capacity comprising Strategic Intelligence, Knowledge Intelligence, Analytical Intelligence, Learning Intelligence, Adaptive Intelligence, and Collaborative Intelligence, and it links organizational antecedents with strategic capabilities and business excellence. Furthermore, this study offers a new definition of Organizational Intelligence, discusses the main principles, conceptual boundaries, antecedents of the construct, and organizational outcomes of Organizational Intelligence, and presents a set of theoretical propositions that can guide future research in this field. The study contributes to strategic management theory by integrating fragmented lines of research into a consistent model while providing managers with a practical basis for enhancing adaptability, decision quality, innovation, resilience, and long-term business excellence.
