The study emphasizes the importance of adopting role-based access control (RBAC), continuous monitoring and compliance, identity lifecycle management, and integrating identity governance with IT infrastructure, and integrating identity governance with IT infrastructure to improve security and user experience.
The study concludes that trustworthy digital participation depends on the integration of technical safeguards, enforceable rights, organisational culture, and transparent governance, and recommends embedding security and privacy by design, strengthening incident preparedness, improving workforce competence, enhancing regulatory cooperation, and adopting measurable accountability mechanisms.

Purpose: The purpose of this study was to understand the privacy concerns surrounding the digital transformation of critical government organizations handling sensitive data in the United Arab Emirates (UAE). It examined privacy risks arising from technologies, organizational practices, legislation, and third-party involvement during public-sector digital transformation.
Methodology: This study adopted a qualitative systematic literature review and documentary analysis. Scholarly sources were retrieved from Scopus, ScienceDirect and Emerald Insight journals by applying specific search terms for digital transformation, privacy, data protection, security, governance and regulation. The literature search was carried out in English-language sources from 2022 to 2026. Grey literature was collected from official UAE government sources, UAE regulatory and legislative platforms, Digital Dubai sources, and recognized international organizations. A final evidence base of 20 scholarly sources and 12 grey-literature documents was collected.
Findings: The findings demonstrate that privacy risks do not stem from technology alone. They are produced as a result of interactions among digital systems, organizational routines, interpretation of regulations, and external providers. Issues include linkage of data, re-identification, loss of anonymity, opaque artificial intelligence (AI) inferences, excessive access privileges, poor consent models, fragmented governance, cloud vulnerabilities, third-party processing, and reduced public trust. The evidence also reveals that technical measures such as encryption, anonymization, access control, differential privacy, homomorphic encryption, and federated learning are significant but are not enough on their own to ensure privacy.
Unique Contribution to Theory, Practice and Policy: The study demonstrates that risks to privacy are a result of interactions between technologies, people, institutions, rules, and external actors, and thus contributes to Socio-Technical Systems Theory. It also demonstrates the extension of Privacy by Design, highlighting that purely technical measures to store and manage embedded privacy cannot be sufficient without organizational and regulatory support. The four-layer privacy-governance framework it offers is practical and includes technical safeguards, organizational governance, regulatory accountability, and third-party oversight. For policy, it calls for stronger coherence across UAE digital-government, AI, cloud, cybersecurity, and data-protection policies.

At present, in the age of digital transformation, it has become an integral part of the organization's growth, innovation, and competitiveness in the current service-oriented industries. This research investigates the changing landscape of information systems, artificial intelligence (AI), risk management, ethical governance, and new technologies that influence digital transformation initiatives today. The study also explores some of the challenges of digital transformation, such as cybersecurity threats, data privacy concerns, algorithmic bias, regulatory compliance, and governance complexity. The need for robust risk management frameworks, ongoing monitoring processes, and institutionally robust governance practices is highlighted as a key element for ensuring the responsible use of AI technologies. Ethical AI principles such as transparency, accountability, fairness, protection of privacy, and respect for rights are emphasized, as they are essential to ensure broader stakeholder trust and sustainable innovation. Banking, healthcare, retail, financial services, and manufacturing organizations have all successfully been able to use digital technologies to advance service delivery, operational performance, and customer experiences through case studies. Further, the study identifies trends for the future, including those of Industry 4.0 technologies, big data analytics, blockchain, cloud computing, Internet of Things (IoT) applications, and intelligent automation, all of which will help drive digital transformation. The results showed that digital transformation is a challenge that will demand a comprehensive approach that combines technology with good governance, risk management, ethical responsibility, and organizational flexibility.

The rapid growth of e-commerce in Indonesia has increased the importance of personal data protection and information security in building consumer confidence. This study analyzes the effects of Privacy Protection Mechanisms and Information Security Policies on User Trust in e-commerce platforms in Indonesia. A quantitative research approach was employed using a cross-sectional survey involving 150 respondents who had experience using e-commerce platforms. Data were collected through a structured questionnaire measured using a five-point Likert scale and analyzed using Partial Least Squares Structural Equation Modeling with SmartPLS 3. The measurement model demonstrated satisfactory reliability and validity. The structural model showed that Privacy Protection Mechanisms had a positive and significant effect on User Trust, while Information Security Policies also had a positive and significant effect on User Trust. The model explained 61.7% of the variance in User Trust, with an R² value of 0.617 and a Q² value of 0.428, indicating satisfactory explanatory and predictive relevance. Information Security Policies emerged as the strongest predictor of User Trust. These findings confirm that both privacy governance and information security management are essential for strengthening consumer confidence in e-commerce platforms. E-commerce providers should therefore improve privacy transparency, user control, authentication, transaction security, fraud prevention, and incident response mechanisms to support sustainable digital trust.

The increasing digitalization of economic and social activities has intensified the importance of information
security as a strategic component of organizational governance and digital resilience. In this context, ISO/IEC 27001 has
emerged as the leading international standard for implementing Information Security Management Systems (ISMS),
supporting organizations in managing cybersecurity risks, enhancing regulatory compliance, and strengthening digital
trust. Despite its global relevance, limited research has examined the factors influencing ISO/IEC 27001 adoption in
developing countries, particularly within the Mozambican context. This study analyzes the challenges, opportunities, and
implications associated with the adoption of ISO/IEC 27001 in Mozambique. An integrative literature review and
documentary analysis were conducted, drawing upon scientific publications, institutional reports, regulatory frameworks,
and policy documents. The analysis was guided by the Technology–Organization–Environment (TOE) framework and the
Technology Acceptance Model (TAM), enabling the examination of technological, organizational, environmental, and
behavioral determinants of adoption. The findings indicate that ISO/IEC 27001 adoption is influenced by a combination of
factors, including technological infrastructure, organizational capabilities, financial resources, regulatory conditions,
management commitment, and stakeholders’ perceptions of usefulness and implementation complexity. Key barriers
include the shortage of qualified cybersecurity professionals, implementation and certification costs, infrastructural
limitations, and low levels of cybersecurity maturity. Conversely, significant opportunities were identified, including
enhanced digital trust, improved regulatory compliance, stronger risk management practices, increased organizational
competitiveness, and greater resilience against cyber threats. The study concludes that ISO/IEC 27001 represents a strategic
instrument for strengthening information security governance in Mozambique. The findings contribute to the literature on
information security governance and technology adoption by integrating the TOE and TAM frameworks within a
developing-country context. Practical recommendations are provided for organizations, policymakers, and regulatory
institutions seeking to foster cybersecurity maturity and sustainable digital transformation.
