Abstract
The Mostafa El-Rakhawi Doctrine in Cybernetic Law redefines legislation as a dynamic, self-evolving control system. Moving beyond static statutes, it applies feedback loops, information theory, and real-time monitoring to ensure laws continuously adapt to societal, economic, and technological changes while maintaining constitutional stability. The doctrine introduces critical safeguards: Algorithmic Due Process, Privacy-Enhancing Technologies (like federated learning and zero-knowledge proofs), and strict democratic oversight to prevent algorithmic tyranny. It provides a comprehensive 10-year transitional roadmap for global implementation, balancing regulatory efficiency with human dignity, procedural fairness, and legislative sovereignty. Authored by Dr. Mohamed Kamal Arafa Elrakhawi, this blueprint transforms law into an intelligent, ethically bounded system capable of sustaining justice in a rapidly evolving world.
The results indicate that software engineering work practices are chosen opportunistically, adapted and configured to provide value under the constrains imposed by the startup context.
