Designing a Cloud-Based Smart-EduVerse Management System forPrescriptive Quality Governance in Higher Education: AMixed-Methods Study

Abstract

The purpose of this study is to develop a Cloud-Based Smart-EduVerse Management System (S-EMS) architecture as a digital quality mapping framework designed to strengthen Sustainable Competitive Advantage (SCA) in Indonesian State Universities with Legal Entity (PTNBH) status amid the VUCA era. This study employed a mixed-methods approach using a concurrent embedded design with qualitative dominance. The research involved 22 PTNBHs, with qualitative data collected through in-depth interviews, observations, and document analysis, while quantitative data were obtained through questionnaires. Both datasets were integrated during the interpretation stage using constant comparative analysis and descriptive statistics to formulate the system architecture and governance requirements. The results indicate that S-EMS consists of three cloud-based functional layers: (1) a prescriptive datamapping layer integrating institutional quality indicators, (2) a cloud-hosted knowledge asset management module for organizing human and intellectual capital, and (3) an adaptive governance dashboard supporting real-time cross-campus decision-making. Quantitative findings show that 19 of the 22 universities (86.4%) have integrated digital infrastructure, while strategic collaboration and adaptive quality assurance practices were implemented across nearly all participating institutions. These findings demonstrate that the proposed architecture reduces data fragmentation, improves interoperability, and supports evidence-based governance, facilitating a transition from compliance-based to impact-based institutional management. This study contributes a validated cloud-based Smart-EduVerse Management System (S-EMS) framework integrating digital quality mapping, knowledge asset management,and prescriptive governance to strengthen sustainable competitive advantage in higher education.

Architecting Digital Pesantren: A TOGAF-Based Enterprise Architecture Approach

Digital transformation stands as both a necessity and a challenge for traditional educational institutions, particularly Islamic boarding schools (pesantren) in Indonesia. While adopting technology is essential for improving educational quality and operational efficiency, haphazard digitalization can lead to fragmented systems and unsustainable investments. This paper seeks to bridge this gap by proposing a comprehensive Enterprise Architecture (EA) Master Plan for the digital transformation of Pesantren Misbahunnur, crafted using the TOGAF Architecture Development Method (ADM). Our research employs a case study methodology, integrating IT maturity assessments, stakeholder focus group discussions, and document analysis to map the current (AS-IS) state and identify architectural needs. Key contributions include a detailed target architecture that features: (1) a revamped Business Architecture simplifying the online student admission (PPDB) process; (2) a cohesive Information Systems Architecture (SIA-Pesantren), incorporating modular components for academic management, finance, and student affairs; and (3) a robust Technology Architecture that underpins smart classroom setups and ensured secure network access. Additionally, we outline an 18-month phased implementation roadmap complete with defined success metrics. This master plan exemplifies how a structured EA framework can be adapted to align technology initiatives with the strategic objectives and cultural nuances of a pesantren, promoting a coherent, sustainable, and value-driven digital transformation. Ultimately, this work serves as a structured blueprint and offers adaptable lessons for other faith-based educational institutions embarking on similar modernization journeys.

SMART-KMP Framework: Model Smart Cooperative Berbasis Sistem Informasi dan Artifical Intelligence pada Koperasi Merah Putih

Digital transformation has become a strategic necessity for cooperatives to enhance operational efficiency, service quality, governance transparency, and organizational competitiveness in the digital economy era. The Red and White Village/Sub-district Cooperative (Koperasi Desa/Kelurahan Merah Putih, KD/KMP) program initiated by the Government of Indonesia encourages cooperatives to adopt digital technologies in a more integrated manner. However, the implementation of digital transformation in cooperatives continues to face significant challenges, particularly the lack of integration among cooperative information systems, Artificial Intelligence (AI), cooperative governance, and the digital ecosystem within a comprehensive conceptual framework. This study aims to develop the SMART-KMP Framework as a conceptual design artifact to support the digital transformation of the Red and White Cooperative. The study employs the Design Science Research (DSR) methodology, comprising problem identification, Systematic Literature Review, Research Gap Analysis, Requirement Analysis, Framework Design, and Expert Validation. The research results in the SMART-KMP Framework, which consists of four integrated layers: Digital Cooperative Core, Artificial Intelligence Layer, Governance and Knowledge Management Layer, and Collaborative Digital Ecosystem. The framework integrates cooperative business processes, AI-driven data-based decision-making, good cooperative governance practices, and digital collaboration among government institutions, financial institutions, marketplaces, suppliers, MSMEs, and other stakeholders. This study contributes by proposing a conceptual model that enriches the Smart Cooperative literature while providing a reference framework for the development of cooperative information systems, the formulation of digital transformation policies, and the implementation of the Red and White Cooperative program in Indonesia.

Federated Enterprise Architecture for Value Co-Creation in Smart City Information System: An Empirical Study

City information systems are steadily relying on various stakeholders, heterogeneous resources, and interrelated digital services. Nevertheless, many initiatives still face difficulties in aligning actors, business processes, data, and technological resources within a unified information systems architecture. Accordingly, this study presents and evaluates a federated enterprise architecture-based model for value co-creation in city information systems. The studied model investigates how strategy and capture, relationship management, and community context contribute to federated enterprise architecture, and how the architecture structuring supports service value co-creation, continuous improvement, and global impact. To validate the research model, data were gathered using a structured questionnaire that was administered to actors involved in information system initiatives. The studied hypotheses were tested using partial least squares structural equation modeling. The main findings demonstrate that community context has a positive influence on enterprise architecture structuring, which, in turn, supports service value co-creation through the alignment of stakeholders, processes, data, and digital services. Service value co-creation then contributes to continuous improvement and ecosystem global impact, acting as a mediating mechanism between information system to city service findings. Thus, the research contributes to the information systems literature by highlighting how federated architecture contributes positively to digital service in a multi-actor ecosystem and supports value co-creation in the city information system.
