Abstract

EL-RAKHAWI CONVERGENT CONSTITUTIONAL ENGINEERING: EXECUTIVE SUMMARY This treatise transforms abstract European constitutional law into enforceable physical systems, addressing algorithmic liability, legislative amnesia, EU-national friction, and democratic backsliding. It introduces four mathematical indices (ACLI, LCII, ECAI, CADII) unified under the European Convergent Constitutional Engineering Index (ECCEI). It discloses four original physical inventions:1. CABBx-H: A quantum-resistant (NIST FIPS 203/204) AI black box recorder for healthcare that physically severs AI clinical access if constitutional liability thresholds are breached.2. LCLIO: A distributed edge-computing network using TEEs to automatically refer rights-degrading laws to constitutional courts.3. QECAG: A zero-knowledge proof gateway ensuring national laws align with CJEU jurisprudence without exposing sovereign data.4. MSCACS: An air-gapped, multi-signature cryptographic hardware system requiring consensus from independent branches to finalize constitutional amendments, physically preventing authoritarian capture.
