Abstract

The article aims to substantiate the strategic and programmatic components of anti-corruption support for public service in land relations under the conditions of Ukraine’s European integration. The methodological framework includes systemic, structural-functional, and comparative methods, as well as the analysis of strategic documents, regulatory acts, and relevant scientific sources. The study establishes that the effectiveness of anti-corruption governance in the land sector depends on institutional capacity, the professional responsibility and integrity of public servants, effective corruption risk management, transparency and accountability in administrative procedures, inter-institutional cooperation, and the application of digital technologies. Particular attention is paid to integrating preventive anti-corruption mechanisms into administrative procedures and decision-making processes in land relations. The scientific novelty consists in the development of an author’s five-component model of anti-corruption support for public service in the land sector. The model integrates strategic, institutional, personnel-ethical, procedural-managerial, and information-digital components. Their interaction forms a comprehensive system that identifies and minimizes corruption risks, strengthens institutional accountability, ensures transparency in public administration, improves the quality of administrative decisions, and develops a culture of integrity among public servants. The practical significance lies in the possibility of applying the model to improve internal anti-corruption programs of public authorities, strengthen corruption risk management mechanisms, increase the professional responsibility and integrity of public servants, and improve the transparency and efficiency of state policy implementation in the field of land relations. The proposed approach can also help adapt Ukrainian anti-corruption governance practices to European standards of public integrity, accountability, transparency, and good governance. Keywords: public service, anti-corruption policy, land relations, corruption risks, public integrity, European integration, public administration, anti-corruption governance, land policy, public servants.
