Implementasi Kebijakan Komitmen Bersama Pemanfaatan Kerja Sama Organisasi Internasional dengan Pemerintah Daerah di Fasilitasi Kementerian dalam Negeri
Cooperation between regional governments and international organizations supports regional development, public services, and the Sustainable Development Goals. However, not all such cooperation is coordinated with the Ministry of Home Affairs, and annual reports from lead institutions are not always shared with it. Consequently, comprehensive data are unavailable and programs overlap across regions. This study analyzes the implementation of the Joint Commitment policy on the utilization of international organization cooperation by regional governments, identifies its constraints, and formulates improvement measures. It uses a descriptive qualitative method with an inductive approach, drawing on observation, interviews with officials of central ministries and the West Java Provincial Government, and document analysis. Data were reduced, presented, and interpreted through Grindle's content and context of implementation model. The findings show that implementation is not yet optimal: regional governments have limited understanding of coordination procedures, reporting to the Center remains partial, no standard mechanism for data integration exists, human resources are limited, SINGO and PERKASA are unevenly used, and the legal basis is not yet binding. Internal meetings have begun to raise awareness of integrating reports into one system. A formal inter-agency agreement, stronger provincial guidance, and digital data integration are recommended.
