TECHNOLOGICAL ASPECTS OF ENSURING INFORMATION INTEROPERABILITY OF JSC UKRZALIZNYTSIA’S AUTOMATED SYSTEMS IN ACCORDANCE WITH TEL TSI REQUIREMENTS

Abstract

The integration of the Ukrainian railway system into the European transport space requires not only technical and operational compatibility but also interoperability of information processes and data exchange. The introduction of the Telecommunication and Telematics Applications for Railways Technical Specification for Interoperability (TEL TSI) establishes common requirements for the exchange of information between participants in the rail transportation process. At the same time, a significant part of the information required by TEL TSI is already generated and stored in the automated information systems of JSC “Ukrzaliznytsia”. However, these data may differ in structure, codes, formats, and conditions of use, which complicates their direct application for cross-border information exchange. The paper proposes a formalized approach to organizing two-way information interaction between the automated systems of JSC “Ukrzaliznytsia” and the TEL TSI environment through a software integration gateway. The gateway is intended to receive data from existing information systems, normalize and validate them, determine the context of the transportation process, apply the required transformation rules, and generate information objects and messages in accordance with TEL TSI requirements. A classification of information correspondences has been developed, including direct correspondence, code or format conversion, conversion based on additional conditions, aggregation of data from several sources, calculation of a new value, and absence of a required data source. For each type, the corresponding processing procedure and conditions for its application are defined. To assess the information readiness of existing systems, indicators of information coverage, transformation requirements, calculation requirements, and absence of required data are proposed. The practical applicability of the approach was preliminarily tested using the WagonStatusMessage process. The analysis showed that information analogues can be identified in the JSC “Ukrzaliznytsia” information environment for 9 of 11 event types, corresponding to 81.8% event coverage. The obtained result characterizes only the coverage of events and does not represent a complete assessment of technical or information readiness. The proposed approach provides a basis for identifying information gaps, determining the required data transformations, and planning further integration of Ukrainian railway information systems with the TEL TSI environment.

The impact of agile practices on communication in software development

The study shows that agile practices improve both informal and formal communication, but indicates that, in larger development situations involving multiple external stakeholders, a mismatch of adequate communication mechanisms can sometimes even hinder the communication.
