Abstract
This research was motivated by the condition of employee performance at the Medan City Land Office, which had not been optimal even though training and competency development programs had been implemented regularly. The study aimed to analyze the influence of training and competency development on employee performance, both partially and simultaneously. This study employed a quantitative approach using a survey method involving all 62 employees through a saturated sampling technique. Primary data were collected using questionnaires and analyzed through validity testing, reliability testing, classical assumption testing, multiple linear regression analysis, t-test, F-test, and the coefficient of determination using SPSS software. The results of the study showed that the multiple linear regression equation was Y = 1.705 + 0.374X₁ + 0.615X₂. The t-test results indicated that the Training variable had a t-value of 4.551 with a significance value of 0.000 (< 0.05), while the Competency Development variable had a t-value of 7.182 with a significance value of 0.000 (< 0.05), indicating that both variables had a positive and significant effect on employee performance. The F-test results showed an F-value of 380.041 with a significance value of 0.000 (< 0.05), indicating that training and competency development simultaneously had a positive and significant effect on employee performance. The coefficient of determination was 92.8%, indicating that employee performance could be explained by training and competency development, while the remaining 7.2% was influenced by other factors outside the research model. Therefore, it can be concluded that training and competency development have a positive and significant effect on employee performance at the Medan City Land Office.

The study shows that agile practices improve both informal and formal communication, but indicates that, in larger development situations involving multiple external stakeholders, a mismatch of adequate communication mechanisms can sometimes even hinder the communication.
