ИНВЕСТИЦИОННЫЕ КОНТУРЫ РАЗВИТИЯ КРЕАТИВНЫХ ИНДУСТРИЙ НА ПРИМЕРЕ ОРЕНБУРГСКОЙ ОБЛАСТИ
Abstract
Введение. Статья посвящена исследованию инвестиционных контуров развития креативных индустрий в регионе с высокой цифровой зрелостью на примере Оренбургской области. В условиях цифровой трансформации региональная конкурентоспособность определяется не только масштабом внедрения цифровых решений, но и способностью превращать технологическую готовность в коммерциализацию, рост доходной базы и устойчивые социальные эффекты. Особое внимание уделено выявлению разрыва между уровнем цифровизации процессов и воспроизводимостью экономического результата, а также анализу роли креативного сектора как механизма капитализации знаний и проектных компетенций через предпринимательскую активность и новые форматы занятости. Материалы и методы. В основу представленной статьи положены методы системного и институционального анализа, статистического анализа и графической интерпретации информации, структурнофункционального моделирования, а также сравнительного анализа и сценарного подхода. Результаты исследования. Показано, что при высоких оценках цифровой зрелости региона сохраняется ограниченная конвертация цифровых изменений в коммерческий эффект и социальный мультипликатор, что проявляется в фрагментарности взаимодействия управленческого, образовательного и коммерческо-креативного ядра цифрового развития. Выявлено, что креативный сектор при относительно невысокой доле в валовом региональном продукте характеризуется ускоренным ростом занятости и повышенной доходностью отдельных профессиональных групп, что формирует потенциал инвестиционной отдачи при наличии устойчивых каналов монетизации. В рамках аналитико-экспертного исследования выделены ключевые барьеры перехода от цифровой готовности к экономическому росту, включающие инфраструктурную асимметрию, кадровые потери, институциональную рассогласованность и недостаточность инвестиционного ресурса. Определены приоритетные направления инвестирования, ориентированные на усиление мультипликативного эффекта за счет сопряжения образовательных технологий, креативно-туристических сервисов, B2B – программных продуктов и платформенных сервисов поддержки самозанятых и малого бизнеса. Обсуждение и заключение. Переход к устойчивой траектории развития интерпретируется как изменение парадигмы от технологической адаптации к экосистемной модели, где инвестиции работают через координацию институтов, воспроизводство компетенций и снижение транзакционных издержек коммерциализации креативных проектов. Согласование действий органов власти, образовательных организаций, бизнеса и профессиональных сообществ рассматривается как условие закрепления эффекта на территории и снижения риска усиления цифрового разрыва. Обосновано, что результативность инвестиционных контуров обеспечивается не внедрением отдельных технологий, а развитием человеческого и институционального капитала и формированием управленческой архитектуры сопровождения цифровой трансформации региона. Introduction. This article examines the investment contours of creative industry development in a region characterized by a high level of digital maturity, using the Orenburg Region as a case study. In the context of digital transformation, regional competitiveness is determined not only by the scale of digital technology adoption but also by the ability to convert technological readiness into commercialization, revenue growth, and sustainable social outcomes. Particular attention is given to identifying the gap between the level of process digitalization and the reproducibility of economic outcomes, as well as to analyzing the role of the creative sector as a mechanism for capitalizing knowledge and project-based competencies through entrepreneurial activity and emerging forms of employment. Materials and Methods. The study is based on a combination of systems and institutional analysis, statistical analysis and graphical data interpretation, structuralfunctional modeling, comparative analysis, and a scenario-based approach. Results. The findings indicate that despite the region’s high digital maturity ratings, the conversion of digital transformation into commercial outcomes and broader socioeconomic multiplier effects remains limited. This is reflected in the fragmented interaction among the managerial, educational, and commercial-creative components of the regional digital development system. The study demonstrates that, despite its relatively modest contribution to gross regional product, the creative sector is characterized by accelerated employment growth and higher income levels among certain professional groups, creating significant potential for investment returns provided that sustainable monetization channels are available. Within the framework of an analytical and expert-based assessment, the key barriers preventing the transition from digital readiness to economic growth were identified, including infrastructure asymmetry, talent outflows, institutional misalignment, and insufficient investment resources. Priority investment areas were also identified, aimed at strengthening multiplier effects through the integration of educational technologies, creative and tourism services, B2B software solutions, and platform-based services supporting self-employed individuals and small businesses. Discussion and Conclusion. The transition toward a sustainable development trajectory is interpreted as a shift from technological adaptation to an ecosystem-based model in which investment effectiveness is achieved through institutional coordination, the reproduction of competencies, and the reduction of transaction costs associated with the commercialization of creative projects. The alignment of public authorities, educational institutions, businesses, and professional communities is viewed as a prerequisite for retaining development effects within the region and reducing the risk of a widening digital divide. The study substantiates that the effectiveness of investment contours depends not on the implementation of individual technologies alone, but on the development of human and institutional capital and the establishment of a governance framework capable of supporting the region’s digital transformation.
