Abstract
Artificial intelligence is reshaping higher education by transforming teaching, assessment, knowledge management, administration, and professional work. However, its implications for staff development remain fragmented, particularly in relation to digital leadership and responsible governance. This systematic literature review synthesizes Scopus-indexed evidence on AI-supported staff development in higher education. Using a PRISMA-oriented review design, the study searched Scopus with the queryhuman resource management education AI. After applying publication year, document type, language, and relevance criteria, 28 studies were included and analyzed through thematic synthesis. The findings reveal three major themes. First, AI-supported staff development strengthens professional capability through employee growth, faculty well-being, assessment innovation, AI literacy, knowledge-service transformation, workforce readiness, and sociotechnical work design. Second, digital leadership and institutional readiness are essential for turning AI adoption into sustainable institutional capability through infrastructure, stakeholder participation, role-specific training, and inclusive digital culture. Third, responsible governance is critical to ensure ethical and human-centered implementation by addressing privacy, bias, transparency, academic integrity, accessibility, expert validation, psychological safety, and human oversight. This review contributes to the literature by reframing AI-supported staff development as a strategic human resource development agenda rather than a narrow technical training issue. This study analyzes the integration of strategic leadership, World Class Education (WCE)-based management, and educational innovation at Little Heroes Education Cikarang, synthesizing three mini-researches on institutional management, curriculum development, and educational transformation at the same locus. A descriptive qualitative approach with a quick case study design was used, drawing on environmental observation, semi-structured interviews with managers, educators, and parents, and review of institutional, curriculum, assessment, supervision, and facility documents. Data were analyzed through condensation, thematic presentation, cross-source comparison, and verification. Findings show that strategic leadership directs vision and drives educator motivation, WCE-based management encompasses program planning, child-friendly services, human resource development, authentic assessment, and family partnerships, while innovation is realized through curriculum mapping, play-based learning, adaptive bilingualism, simple 4Cs and STEAM activities, proportional technology use, and character-religious strengthening. Together, these dimensions form a cycle of strategic direction, quality systems, innovative practice, evaluation, and feedback. Further strengthening is needed in performance indicators, supervision documentation, appreciation and career systems, portfolio standardization, and longitudinal child development data. The study's novelty lies in the WCE-Based Integrative Model of Leadership–Management–Innovation, which positions educator motivation and children's learning experience quality as joint organizational outcomes.
Artificial intelligence (AI) is rapidly reshaping higher education globally, influencing teaching, learning, administrative processes, and institutional service delivery. Despite growing scholarly attention, evidence remains fragmented across disciplines, particularly regarding the combined influence of AI integration, adaptive leadership, and digital infrastructure readiness on service delivery outcomes. This systematic literature review synthesises global evidence to develop an integrated understanding of AI-driven transformation in higher education.
A systematic literature review was conducted following PRISMA guidelines. Peer-reviewed studies published in English between 2019 and 2024 were retrieved from Scopus, Web of Science, IEEE Xplore, SpringerLink, ScienceDirect, and Google Scholar. Studies were selected based on their relevance to artificial intelligence, adaptive leadership, digital infrastructure readiness, and service delivery in higher education. Following eligibility assessment, 155 studies met all inclusion criteria and were included in the final synthesis. Data were extracted using a structured framework and analysed through thematic synthesis across five domains: AI integration, adaptive leadership, infrastructure readiness, service delivery transformation, and barriers to sustainability.
The synthesis indicates that AI is associated with improvements in teaching, learning, and administrative efficiency through learning analytics, intelligent tutoring systems, chatbots, and predictive modelling. Adaptive leadership emerged as a key enabler of AI adoption by fostering innovation, managing resistance, and aligning institutional strategies with digital transformation goals. Digital infrastructure readiness influenced the scalability and effectiveness of AI systems, with disparities between high-income and low-income regions. The reviewed literature suggests that AI-enabled service delivery improves responsiveness, personalisation, and student satisfaction, although ethical concerns, infrastructural constraints, and resistance to change limit implementation.
AI-driven transformation in higher education is multidimensional and context-dependent. Its success relies on the interaction between technological capability, adaptive leadership, and institutional readiness. Strengthening infrastructure, ethical governance, and leadership capacity is essential for achieving sustainable and equitable AI-enabled service delivery in higher education.

This study analyzed digital collaborative leadership in strengthening vocational-school quality at SMKN 1 Rangkasbitung. The main problem was the persistence of administrative supervision, fragmented teacher-performance data, and limited real-time visibility of classroom learning and internship activities. A qualitative case-study design was used through document analysis, digital-practice observation, and semi-structured interviews with nine purposively selected informants: the principal, vice principals, information-technology team, teachers, and students. The findings showed that ESEMKA BESTARI and TEWAK functioned not merely as administrative applications but as governance instruments for reorganizing supervision, discipline, and data-based decision making. Transformative leadership built shared urgency for measurable quality improvement; innovative leadership institutionalized digital workflows; and collaborative leadership expanded accountability by positioning teachers and students as data producers. The study concluded that digital leadership becomes effective when technology adoption is accompanied by cultural reconstruction, ethical data governance, teacher capacity building, and continuous evaluation of platform usefulness.

Transformational leadership has become an essential approach for strengthening human resource capacity and improving school performance. However, qualitative evidence explaining how transformational leadership fosters the competency development of teachers and educational staff within Islamic senior secondary schools (madrasahs) remains limited. This study aimed to analyze the role of the principal’s transformational leadership in promoting competency development and improving school performance at MA Miftahul Falah, Bandung City. A qualitative case study design was employed, involving the principal, vice principals, teachers, educational staff, and other relevant stakeholders selected through purposive sampling. Data were collected through in-depth interviews, non-participant observations, and document analysis, and analyzed using the interactive model of data reduction, data display, and conclusion drawing supported by source and method triangulation. The findings indicate that transformational leadership is implemented through shared vision, inspirational motivation, open communication, empowerment, and support for continuous professional development, contributing to enhanced instructional quality, administrative effectiveness, and organizational performance. The study further reveals that religious values, a family-oriented organizational culture, and the intrinsic motivation of teachers and educational staff reinforce the effectiveness of transformational leadership. These findings contribute to educational leadership literature by proposing a context-sensitive perspective that integrates transformational leadership, competency development, and organizational culture to achieve sustainable school performance in madrasahs.

This article examines the mapping and reconceptualization of Human Resource Development (HRD) within educational institutions through a Systematic Literature Review (SLR) combined with bibliometric analysis. The study is grounded in the need to contextualize HRD in the education sector, as most HRD literature remains dominated by corporate perspectives. The research focuses on the concepts, components, practices, and leadership roles involved in educational human resource development. The SLR process followed the PRISMA protocol, including identification, screening, eligibility assessment, and inclusion, with data drawn from Scopus, Crossref, and Google Scholar. Thematic analysis was applied to synthesize conceptual findings, while bibliometric analysis using VOSviewer mapped the intellectual structure and dominant clusters within the HRD discourse. The results indicate that HRD in educational settings is strategic and long-term in orientation, encompassing human capital planning, talent development, performance management, reward systems, HR digitalization through HRIS, and organizational development. Bibliometric findings also highlight the central role of human capital and leadership as key drivers of HRD effectiveness. The main conclusion emphasizes the need to reconceptualize HRD not merely as an effort to enhance individual competencies but as an institutional transformation tool that strengthens organizational capacity and fosters a sustainable learning culture. Thus, HRD emerges as an essential institutional strategy for ensuring the long-term quality and sustainability of educational institutions.
