Abstract
The increasing demand for quality education, digital transformation, globalization, and the implementation of the Sustainable Development Goals (SDGs) requires higher education institutions to adopt adaptive and sustainable quality transformation strategies. This study aims to analyze benchmarking as a strategy for sustainable quality transformation in Islamic and public universities and to propose a conceptual framework integrating quality assurance, adaptive leadership, digital transformation, and sustainability. A qualitative library research approach was employed by systematically reviewing relevant literature from reputable international journals, academic books, conference proceedings, and scientific publications selected based on their relevance to benchmarking, higher education quality, sustainability, and the SDGs. The collected data were analyzed using content and thematic analysis to identify major themes and conceptual relationships. The findings indicate that benchmarking extends beyond a quality evaluation tool to serve as a collaborative mechanism for institutional learning, governance improvement, innovation, and continuous quality enhancement. The proposed conceptual framework positions benchmarking as the central driver that connects quality assurance, adaptive leadership, digital transformation, and sustainability-oriented policies to foster continuous improvement and institutional resilience. The study concludes that benchmarking strengthens a sustainable quality culture and enhances institutional competitiveness through collaborative governance, innovation, and the integration of sustainability values in higher education.
