Abstract

The implementation of records management system policies is crucial for maintaining administrative order, ensuring information availability, and upholding accountability in government operations. This study aims to analyze the implementation of records management policies—based on Banten Province Regional Regulation Number 4 of 2014 concerning Records Management—within the Banten Province Transportation Agency. A qualitative descriptive approach was employed, utilizing George C. Edward III’s policy implementation theory, which encompasses communication, resources, disposition, and bureaucratic structure. Six informants were selected purposively based on their involvement in records management, comprising the Agency Head, section heads, division heads, sub-division heads, staff members, and members of the public. Data were collected through interviews, observation, and document analysis. The results indicate that regarding communication, policy dissemination was carried out through internal directives and coordination, yet understanding of records management procedures was not yet uniform across the board. In terms of resources, records management faced limitations regarding staff competence, storage facilities, and digitalization support. The disposition dimension revealed a commitment among implementers, while the bureaucratic structure included a clear division of tasks, although operational execution required procedural strengthening. The study concludes that while policy implementation is underway, its effectiveness needs to be enhanced through improvements in competence, facilities, digitalization, and records management oversight.
